Small Town Stars Theatre Company, based at the Carroll Arts Center of Westminster MD, skillfully and confidently walks a fine, fine line in its short but hilariously fun run of Avenue Q (Robert Lopez & Jeff Marx, music & lyrics; book by Jeff Whitty).
